The Washington Military Department is currently recruiting dedicated state Disaster Reservists for our Public Assistance (PA) Program to assist with disaster recovery efforts related to the Washington's November 2021 Flooding and Mudslides (FEMA-4635-DR-WA) Presidential Disaster Declaration and future disaster declarations.
This is a civilian position and does not require military service affiliation.
The PA Program administers the state and federal public assistance and infrastructure program for all state disasters designated as a Presidential Declared Disaster.
The PA Program enables local governments, communities, non-profit organizations, and federally-recognized tribal governments recover from the immediate and long-term impacts of disasters.
The program provides state and federal funds to these agencies for the repair and restoration of damaged public facilities, as well as to reimburse the agencies for a portion of the costs associated with emergency work and debris removal due to the disaster.
State Public Assistance (PA) Disaster Reservists are a group of on-call employees who are trained and ready to assist in recovery efforts.
There is no set time of employment for PA Disaster Reservists.
Disaster Reservists are hired as needed and released when the workload allows.
When recovery operations start, State PA Disaster Reservists may work up to 6 days a week, 12 hours a day for several weeks gradually tapering to a 5 days/week - /8 hours/day work schedule for the duration of the Joint Field Office (JFO) operations.
After FEMA-State JFO operations close, long term recovery operations transition to Camp Murray and staffing levels, the number of days per week, and the hours per week are reduced to meet the current demand for services.
At that time, the Department has a greater flexibility in allowing individuals to work part -time as needed.
The work is hard, but state PA Disaster Reservists know the rewards of helping Washingtonians during a disaster.
Those best suited to do this work will be people who are retired, or choose not to work full time, or who have jobs that they can leave for months at a time.
NOTE:
This is not a full-time position in Emergency Management.
The PA Disaster Reservist position does not include medical benefits but does include pro-rated sick leave benefits.
Duties Verifying and documenting damage to public infrastructure caused by the disaster event.
Validating and assessing repair plans developed to bring facilities back to pre-disaster condition.
Preparing and reviewing financial documentation recording disaster related costs.
Ensuring laws regulating the environmental impacts of the repair work are followed.
Ensuring laws regulating the preservation of historical structures are followed.
Ensuring FEMA program requirements are followed.

Qualifications DESIRED QUALIFICATIONS Five years of experience in one or a combination of the following:
Engineering (civil, structural, electrical, hydraulic, geotechnical, etc.
) Estimating public facility construction, repair, or replacement, such as roads, bridges, sewer systems, water systems, utility systems, etc.
Construction Management (familiar with public works project and process, design, procurement, construction methods, site inspection and project closure) Accounting/Financial Management (review financial accounting records and reports, auditing experience, accounting of public funds, compliance) Auditing/Budgeting (private firms or local, state and/or federal government) Supplemental Information CONDITIONS OF EMPLOYMENT:

Work Schedule/Hours:

Driver's License:

Military Facility:

Camp Murray is a controlled access installation.
Vehicles with an adult (18 or older), possessing a registered, Real ID Act compliant ID, may enter Camp Murray through the Main Gate.
The Main Gate is the designated access point for all employees (Washington Military Department and National Guard) and visitors to Camp Murray, to include those visiting recreational facilities.
Background Investigation:
Must successfully complete the appropriate background checks required for employment.
Must be willing to sign releases of information and shall not have access to any investigative materials and files.
The processing of background checks can take up to six months post- employment.
Failure to successfully pass a background check may be cause for termination.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours.

Sick Leave Full-time employees earn eight hours of sick leave per month.
Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave) Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA).
Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis.
Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position.
Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note:
Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so.
However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave.
In addition, the employer may approve other available leave types for the purpose of bereavement leave.
